Personally, I actually found the weapon unlock order to be worse than in Far Cry 3. Being able to find the P416 and Bizon on guards on one of the Himalayan side-missions early on made all the other non-signature assault rifles and smgs pointless.
Hard to call any single loadout the best. It's all dependent on your style of play and what you enjoy. Personally in ND my optimum loadout is the MS16, the MBP50 (don't remember what it's called in the game but it matches one of the clothes sets), one of the M79s, and the D50. 95+% of the killing I do is with the MS16. Currently: Recurve bow + marksman sight. M14 (forget what Far Cry calls it) extended mag + red dot sight for firefights. Pump action shotgun mostly to deal with tigers, komodo dragons, and other unruly wildlife. Bolt action sniper (silenced + extended scope), might replace this with the GL94 in the future.
4 - Laser rifle, currently Righteous Authority modded up. 5 - .308 Sniper rifle with faster firing speed than the usual ones. 6 - Instigating sniper rifle (gives more damage to targets at full health) - love that one. 7 - Prob another legendary sniper rifle - one that gives extra damage to robots currently.
